Zou Wenhui conducted a survey in Loudi Economic Development Zone, emphasizing the need to firmly uphold the bottom line of safety and environmental protection and to accelerate the promotion of project construction.

On July 3rd, Zuo Wenhui, the Secretary of the Loudi Municipal Committee of the Communist Party of China, conducted a visit to the Loudi Economic Development Zone to inspect the work related to environmental protection, safety production, and project construction. This was a site visit by Zuo Wenhui at the construction site of the Hunan Jinmag New Materials Technology Co., Ltd. project.

He emphasized that we must firmly implement the new development concepts, properly balance the two major tasks of development and security, resolutely adhere to the bottom lines and red lines for safety and environmental protection, accelerate the promotion of project construction, and inject strong impetus for the high-quality development of Luotian.

The resettlement base located in the Heishi'an Residents' Committee of Dabuqiao Sub-district Office was completed with its infrastructure in 2022. In 2023, the Loudi Economic Development Zone proposed the requirements of "zero delay" for the construction, distribution and delivery of the resettlement base. Various work related to this resettlement base has been accelerated. After inspecting the situation on-site, Zou Wenhui pointed out that the construction of the resettlement base should strengthen systematic planning, fully consider the living needs of the people and safety management, and truly ensure that the people can live comfortably and with peace of mind. 

Huasheng Wetland Park is a pilot project for returning farmland to forests and wetlands, which is implemented in accordance with the "Number One Key Project" of protecting and managing the Xiangjiang River as ordered by the provincial Party committee and government. Zou Wenhui conducted on-site inspections in the wetland park on foot. He emphasized that it is necessary to firmly regard protecting water resources, preventing water pollution, improving water environment, and restoring water ecology as the main tasks. The wetland park should fully leverage its ecological, economic and social benefits in conserving water sources, protecting biodiversity and providing wetland products, and strive to create a beautiful ecological brand. 

Subsequently, Zou Wenhui and his team visited the project sites of Aolian New Materials, Huaxing Liansteel Cold-rolled Silicon Steel, Jinmag New Materials, Huada Automotive Air Conditioning, Chengyun Mechanical and Electrical, etc. They conducted on-site investigations and supervision to inspect the construction projects, ensure safety production, and manage dust pollution at the construction sites. They also asked about and understood the current difficulties. Zou Wenhui emphasized that we must firmly establish the concept of safety development, adhere to the awareness of red lines and bottom lines, improve and implement the safety production responsibility system, strengthen the investigation, control and governance of risks and hidden dangers, and truly ensure that safety production is carried out throughout the entire process and all fields. We must firmly grasp the "bull's nose" of project construction, further enhance the sense of responsibility and urgency for project management and development, strengthen basic guarantees, improve the service system, and optimize the business environment, so as to promote economic development by driving it with project construction. 

At the Heavy Metal Wastewater Treatment Plant in Loudi Economic Development Zone, Zou Wenhui thoroughly understood the operation of the enterprise and conducted a survey on the wastewater treatment situation. He emphasized that strict operational norms must be followed, and the intensity of daily supervision should be increased to ensure that the wastewater treatment plant operates in a standardized and regulated manner. It is necessary to explore market-oriented operation models, allowing market mechanisms to run through the entire process of wastewater treatment operations, and promoting enterprises to actively reduce energy consumption and emissions.
